Herr Dernburg's Tour.

OBJECT OF THE VISIT, TO`THE FAR EAST.

PABEING THROUGH HONGKONG.

6th inst.

Mesijs. Melchers & Co. inform us that they have received a telegram from Director Heine ken from Tokio toforming them that His Ex- cellency Deraborg, ex-Colcaid! Secretary of the German Empire, will leave for Genos on of November, of a gilest of the Norddeutscher

Prinsess Allice, from Hoog ong on the 16th

Lloyd.

Hem Detaburg was passenger on the Trans-Siberian Express that left Moscow on Au- Rust 17, and travelled direct to Japan, vla Vladivostok. His vitit to the East is in no ment; nor has it any special business signifi- way official, as he is no longer in the Govern cance, ae since his retirement fram office terr Deroburg has not resumed any of it's business coopections. To use his own words " this trip Is dictated by the great and paramount interest, bath commercially and socially, that the affairs of the Far East hava assumed in the develop ment of the world,' Any useful observations he may have occasion to make during his tour he will try to turn to the best advantage,

Herr Dornburg bas got yet definitely decided the details of his visit to East Asia, but it is probable that his movements will be as fllows, He will spend three weeks.in Japan, where, the N; C. D. Work understands, ha his brea promised a hearty welcome by the anthoritíos And thence he will go by some route nat yat selected, to Kiaochon and Peking. From

the latter place he expects to travel to Uankow by railway, and he will see as much as possible of the Yangtze villay during the time at his disposal. Then, coming to Nanking by steamer he will make be remainder of the jourazy to Shanghai by rail, arriving there in the second half of October, Herz Dereburg hopes to make an extended-stay in Shanghal, and it in his desita to come faio contact with the leading members of the business community; If time permits he will then pay sheat visitato Conten and Hongkong, sailing for Europe from this port on November 16, by the Prince Alice His visit may be taken as no expression of the Vory great laterest that the business community in Cermany is taking in the development of the East, and is such the amoureement of his trip h■ been very warmly received by the com- pelest authorities,

Herr Deraburg, who is 45 years of age, and was born in South Germany, is a banker by profession. He began his business career in the States, and was Manager if the Bank of Commerce and Industry when he received the appointment of first Colonial Minister for the German Empire. The post was created as the result of his own efforts to obtain the appolotment of a Cabinet Minister for Colonial affairs. Herr Dernburg is well known in Eug land. He speaks our language fluently. Two speeches he made in England last year caused a pleasant sensation. The first, in which m took as his theme the solidarity or community of interests of all colonizing nations, was delivered before the African Society in Lon don. On this occasion be pointed on that the prestige of 000 white pation was the prestige of another, and emphasized the fact that by taking advantage of the experience of ate colonizing nation other Powers could avold mistakes, which could otherwise only have been ascertained from tle'r own experience, Sir Alfred Lyttelton and Colonel Seely both spoke upon the recessity of good relations between Germany and Great Britain, and Herr Dernburg, replying to these speeches, made bis famo, a declaration that he could never be lleva la tbs crime of there two great nations either willingly or carelessly geitlog into diffi. culties between themselves, difficultir · which could never arise if there were a prope. regard for their respective interests and positions.

At Liverpsol Herr Deroburg spoke on tropi. cat byglene, emphasizing the practical Colonial work which the two nations had been under- taking togelber.

On the same train as Herr Deraburg was Geoer, Yin Chang, who for the past four years, has been Chinese Minister to Germany, and who has now returned to Peking to take up the post of President of the Board of War.

Mr. Slade stated that the Chief Justice at the last bearing of the application considered the matter so important that be referred it to the Full Court. As the learned Paine judge was not folly acquainted with the facts, to would state them brefly. The rule is could be obtained upon several grounds. The first and mest important of als was that the banished man had no opportunity at all to defend himself before the tribunal which banished him, and not only, that but after the banishment order had been made under which prisoner was to be

As regards the diving it was expressed that banished in two days, the Governor-in-

He had no oppor tunity to show the Gvernor-in-Council that he wasnot the man. He had so opportunity to show the Governor-in-Council why he should not be bani bed for a period of five years. The second ground was that the order of banishment did not sufficiently set ost the grounds on which prisoner was to be banished, as required by the Hantshment Ordinance.. His submis eion was that the grounds on which a mas, is banished must be set out with sufficient par ticularity of dates and details of the alleged effences in order to enable the prisoner to meet the charges. In that case, that was by co means open to the prisoner. If there parti. culars were 0.1 given, an absolutely innocent man would rot know what he was charged. with. The words in the order said that pl sober was associated with a certain unlawful Socicly. It did not say what unlawful Society farther, that he was concerned is bring

Since the last tearing, affidavits had been filed by the Crown which carried the matter only a little furiber. At this point, Counsel read Mr. Badeley's affidavit, which stated that prisoner was formerly a constable in the Police Force All the rest of the affidavit was the result of inquiries, It did not sinte with any patti- cularity what speclfc cffsaces were alleged against him.
