TEE REFORMERS

CHINA'S NEW REVOLUTIONÁRY MOVEMENT,,

THE HONGKONG TELEGRAPH FRIDAY JULY_20 1910

NO ENGLISH SPOKEN: The Hastar policy of evation is sided by the system of maintaining to high places men who speak no foreign language: It is known that Pavla, tith just. Wạ Ting Fang was recalled from Washington | There is at present here in Pekin an assembly because be talked too much, and that a goali- of delegates from the various provinces, slacted fication which decided the appointment of bis successor as Minister to the United States, was by the provincial assemblies. With them are also representatives from Chinese communities georance of English.": An important change abroad, from Australia, the Philippines, Hawali, which seems imminent in Pekin is indidenced, Indo-Chios, and other places where the Chi-it would seem, in the same way. Liany Tung dese are more enlightened, as a result of livingYen, the only English speaking member of the under fordiko Governments, and where, it Wal Wu Fo, the Foreign Office, Isat presentiem conneganące, rov slutionary organisations have pararily out of office, owing to protracted illmorg- developed. The purpose of this argembly It may be that he will not be able to relata to which is being watched closely by the Govern- bis post, la-wfilch event his place will be taken matis to obtain from the Throne a de- by Teow Chi Exija man of the old order, who cres proclaiming a national Parliament. There are, of course, of them are reported to have sworn, in thei, great advantages to the Ministers of a country paculiar Chinese fashion, that they will harassed, as China is, in being able to speak kill themselves if the Prince Regent again re- to forsiga diplomatists and concession seekers fuses to grant their petition; while she whole only through interpreters-whose translations

can be disavowed if expedient. number vow that, they will not again show- their faces to their proplo--this is to say, they will not return to their provinces-until the Regent assent,

The programme of the constitutional Govern ment, promulgated 1st year, provides for a gradual growth of the Parliamentary system. For Dine youra menor provincial assemblies are to discuss the affairs of their own districts, over which the Throne will always retain ab- solute power; and during this term of prepara. tion education is to progress through schools and through the Press, which is to injay <a measure of liberly But the reformers have po mind to leave the present Government in autocratic control for eight years longer. *

"AGAINST "FOREIGN DEVILS!*

A peculiar situation prevade in China. It may crystallize at any moment into open revolt agalost the dynasty, although I must say it seams unlikely to do so. The movement is largely anti-foreig », as most, disturbing mave- ments have besu in China for same me past. The mass of the Chinese believe that their greatest coemy is the firéignet-the Europeao, the American, and the Japanese, who are all classed together.

The first and oldest hostility is that directed at the Mauchu dynasty. The Monchus came at conquerols, and imposed the pigtail as the Chinese. But, though the premium of a lew teals per month is s ill paid by the Government to every Manchu family, the laskuilation of the Manchu by, marriage and a language and customs has teaded largely to mitigate the I- feeling. So that at the present time, if the raling dynasty were able to cope successfully with foreign aggression, is probable that Chinese bostility would assume a less threaten. -fog attitude than it is now displaying.

The Chinese Government copsists, in the first instance, of the Prince Regent, the Emperor being but four years old. This young man, not thirty` years of ago, is advised by a Graad Council consisting at present of three Manchus and two Chiseso. The most pro minent of the Councillore; the man who is said, ladeed, to rule the country, is the venerable Prince Ching. For the Regoat, who undoubt edly means well, and desires the advancement of China, is strong enough neither in character nor experience, while he does not appear to understand exactly what changes are necessary, or how they should be brought abɔut.-Mora- ing Leader.
