It is sicer nonsense to call it a prepared aplam licence. First of all, if no trader in opium may buy from anyone save Kwong Wing-yuca, a monopoly is established. Secondly, if the amount of the tax co, say, every ball or every catly.of raw opwim sild, is calculated on the amount of raw, opium which theyball will produce, the fact. undoubtedly remas that aw opium is being taxed. Suppose no butter might be retailed in Loudon except by licensed dealers who might not buy milk from any but licenced milk sellers, who also might not buy mille from any but a licensed nominee of the Government, and suppose further that the tax, or licence, were calculated on the amount of butter which could be made from one cau'ol being made to pay taxes?
