The elegians from Londen on the 23rd with reference to the prospectus of the Anglo-Dutch Plantations of Java bave created considerable sensation. In view of a warning and protest issued in London by the Du'ch G: verament, the promoters of the company found it necessary to suspend allotmsat for a week and to give all the subscribers ap opportunity to withdraw, It appears that the company was being finted as if the intentions of the Dutch Government to expropriate free holds were a matter of ng consequence, whereas it may meau practical ex'inction of the chief asset. A well-informed correspo adeat, who, bas been following the Favsbere and Dutch papers closely, writes on the subject as follows:-
The other day, you noted the fact that two freehold estates.le lava, koown by the names of Pamanukan and Chissem, had passed intelis baads of a British syndicate for over eight millions of guilders, includlog charges. The syndicate then issued a prospectus, lo which the land was valued at 44 millions of nil'ess for rubber growing purposes The prospectus, also, according to a wire from the Hagu contained inaccurate statements about the intended expropriation of the land by the Java Government, The Dutch Government at once announce that its intention to expro priate the land is sure, rad that it made no differ-ce that foreigners had taken posses, 100. The London Thames comments sharply on alleged misstatements in the prospectos.
The so-called freehold estates in Jaya have nalive tenanify who hold under service' and customary tenures (tovereign rights) which too many of the landlords abuse to their own advantage. Landlordism In its worst form prevails. The Dutch Government wanted to expropriate there estates not from hunger for land but in the interest of the nativa tepants. Proprsels to this end have been laid before the pailisment at the Hague, but lack of funds stood in the way. Now, when so many of these estates are posilug into the hands of foreigners, the Government bas again takes action and ouce more laid au expropriation bill before yiated that the Government has an intention parliament. The Colonial Minister has expres by back sovereign rights only, but intends expropriate the estates altogether.
It may be asked why this alarm at alico ineditords, it it feared that they wil exerche the sovereign rights to the utmost, and that
