ENUMERATION,SHAMNS

The Westminster Garlie says: Preparations ars alsady in progress for the giant task of counting the people next your. One of the stential measures to be passed during the next Session of Parliament is an Act for taking the Census of 1911, and meanwhile a mass of suggestions have to be considered in relation

to the drafting of the bill.”

Registrar-General, in an interview granted to Mr. Bernard Melint, the recently-appointed the Westolaster Gazette, stated that careful inquiry has been made into the circumstances of the Census as taken in France-where a quinquanaial census is established-Germany and the United States, Also, there were several weighty suggestions by the Royal' Statistical [270 Society, and a maliitude of recommendations Trom various public bodies and other sourcess Of departures which might be made from the forms observed in the 1961 Census, when all these proposals bad been fully considered, Mr. Mallet thought there was little which could be wald judiciously at the moment. There might be one or two new questions in the schedule. and it was possibinsthat there might be roue omissions,

Asked whether he thought that ultimately a quinquepxialTM Census would, be adopted, Mr. Mallet replied, I presume it is a question of money,

In the last report of the Census committee. of the Royal Statistical Society, one of the re- commendations was that provision should be made for an enumeration by sex and age every five years. The committee proposed also that, in addition to the three' conjugal conditions usually asumerated, that of divorce should be recognised, in accordance with the practice of most other British and Continental countries, and that columns under this head should be added for the duration of existing marriages, and for the number of children born to those marriages. Interesting and useful information on these points, said, the committee, has been collected in other countries..

SUGGESTED REFORMS.

A farther recommendation was that a columo, the filling up of which might be last optional, should be added for the declaration of Religious Dadòmination, in accordance with the practice' in Irained and Australasia? The committee believed that information :0 [collected would prove of use in administrativa. Laš vèll as in social and vital statistics. This point has been raised in debate upon previous Census bills, and in all probability will be raised again.

An interesting attitude was taken up with regerd to the infirmities declaration. While reizibing the entry of the blind and the deaf aed domb, suss the import, the committee are domb:ful;as to the valus of the record of the mentally unsound. On the whole, however, they recommend the retention of the beading, but with the reinstatement of imbecite or idiot

satisfactory in gas. That this question would come up for consideration on the preparation of the 191 schedule was, foreshadowed by the 'Gavernment Report on the Census of 1901.

The most important recommandations of the. committee were that a permanent Census office should be established, and that there should be. The committes ex- a standing Census Act, pressed their profound conviction that without addition to the statistical equipment of the State, the continually increasing demand for statistical information in almost every, depart. ment of administration could not be adequately met; whilst, in regard to the Census figures which formed the basis of the more important deductions upon the social conditions of the community, this country would tend to fall more (39 and more behind others in the traitwaribingsu of the data upon which alous reliance had to be placed. The creation of such a body, they urged finally, would efect a material advance in the direction of the co-ordination, simplifica tion, and improvement of ́s fficial and Parlia- mentary statistics.

THE LAST CENSUS.

The proposal for the appointment of a per manent Cansus department has been brought before the notice of the Local Government Board on more than one occasion, and Mr. R. H.
