has inflicted a severe injustice upon the com mercial community generally. As to what Government may find it necessary to do in the near future there seams, however, to be some division of opinion. In some quarters it is considered that as Government bas acċept-·

More hopeful views, however, obtain elsewhere and amongst other circles it is regarded as possible that Government may reconsider the increase of duly; while, at least, it is thought that any silver which had not been shipped at the date of the Financial Statement's introduction will be exempted. The latter however, will be only a slight mitigation, and.will do little to relieve the anxiety of those interested in the milling interest as to the effect which the duty will have upon their trade. Depre- ciation of silver, combined with the high prices of cotton, which at present prevail in local markets, cannot help, it is felt, but materially to reduce profits. At the same time the rates of exchange, with China must be affected and as the latter is the one country in the world where cheap silver is most easily obtainable, Bombay exporters were again placed at a disadvantage. From another point of view, it is stated that the tax doen an injustice to natives of moderate or small sicans who turn their savings into the medium of silver. What is regarded as the worst feature of the new proposals is the entire lack of potice of them, and especially their retrospective effect. It has been sug.
