THE TRIBULATIONS OF CHINESE TENANTS,
The vagaries of the Sanitary Board are --wrDifold but it is difficult-to-see how they; could have arrived at any other decision in the matter of building conditions than that recorded at yesterday's meeting. The origin. al idea was to compel the owners of Chinese houses to dismantle their properties so that there should be no lurking place for the ubiquitous rat. Now, such an object may, be laudable in itself but is it feasible? Every- body knows that the Hongkong variety of the rodent tribe has absorbed all the acute ness and wit with which the human biped in the Colony is endowed and to suggest that the wholesale, destraction of ceilings and partitions in Chinese dwellings would mean the extermination of the propagators of plague is to suggest the thing that is not Moreover there are the feelings of properly owners and the susceptibilities of Chinese tenants to be considered. No man can be expected to enjoy the spectacle of his house being raided by the officers of the Sanitary Department and few tenants would enjoy the experience with equanimity, We can quite appreciate the argument of Mr. Ng Hon-taz who, in, one of his first speeches at the Board, said: ""In order to give an idea of the aversion people felt to having their cellings torn down, he asked the President to consider his own bedroom for sitting room with the ceiling removed, the bare rafters exposed and pieces of rub bish falling through cracks from the room abore.
