THE LABOUR question.
EMELOYMENT OF CHINESE COOLIKS ON ESTATES.
At a meeting of the Planters' Association of Malaya, bold at Kuala Lumpur, on Sunday, Mr. E. Macfadyen proposed the following resolution :-That a committee be formed to consider the feasibility of establishing in Southern China a boreau for the recruiting of Chiasse coolies for employment on estates.
According to the Malay Mati, he said that it was necessary to think now of an alternative if Tamil labour proved inadequats. The Chinese were not ideal coolles, but neliber was the Tamil. The latter was of pour physi- que, and lived under azhacity conditions, He would not be induced to stay in the country, the average stay being about two years. If the average were three years, there would ba a fe par cent, increase in the estate population.
REQUIREMENTS.
According to the figures of the latent_official reports, continued the speaker, there were 78,000 coolies employed on catates in the Colour, F. M. S. and fokɔrs at the end of 1905. Allowing for sugar, taploco, coconuts,

At that date, a very small percentage of the 341,000 acres then ander rubber was being tapped, and the resalting propocilon is only one coolie to three and a balí acres. The area now under cultivation may be estimated at 300,000 acres of rubber, all of which in five years' time may be tappable; and, if tapped will require, for tapping and general estate purposes, cot less than one coolie to two that the wind may increase to, fuli "typhoon acres. 'But in five years'-time, if' extension goes on at a considerably slower rate than during the last three years, the total area under rubber will still have been doubled. If these extra 241,000 acres of now 'clearings can be worked with one coolie to thres and half acres, if the old cultivaticos do met in" ba agregate expand by a single acre, and if he development of the new northern stalas makes no drain whatever upon our existing resources, our agricntioral population, to be adequate for the needs of 1915, will have to amount to 128,000. This is more likely to prove an under-estimato than an over-astimate.
