FREEDOM OF THE PORT OF HONGKONG.
י'
The appended paragraph from a home paper does not exactly caver the ground of "free ports" in the Far East. Singapore is as near "free" port as any. There is the new Gov. erament. Monopoly Department, that is to look after the business carried out by the farms, but of course the Import of opium, chando, and olbar drugs of like malbe subject, of restrie and of wines and spirits, have long been sion. Reffior's idea of a free port seems to have been a port in which there ii no. customs office, that is, so machinery for imposing a

The new consumers' tax on peiro: leum does not materially affect the status of the Port, nor do the liquors and opiam próhibi- tion of import laws make any material change with regard to the freedom of the ports Hongkong and Singapore ---
"Hongkong is to losa its unique position as the one free port in the Far East. The Legislative Council has passed nu Ordinance "10 provide for the collection of a revenue of Excise upon intrixicating liquors." Mosey is wanted, and the best way to obtain it, in the oplaion of the authorities, is to lovy a tax upon all alcobolic liquors imported into the Colený. Soch a measure has been readerad necessary by the fact that the venne stands to lose half A million dollars by the abolition of the opium duss. The official view is that preventive ma- chisery on a small scale will be sufficient to cope "with smuggling, Sofarasconsignments for Earo- pean firms are concerned, the Government cas, na doubt, confidently rely on the co-operation of the big firms in the Colony and on the heavy penalties to which offenders, would reader themselves liable. But it is urged that this can hardly be said of the thousands of Chinese who enter the Colony daily from Canton and Macao, Since whisky will cost from 30 to 40 par esat more in Hongkong than in Cantos, it Is feared that the smuggling of liquer from places on the China coast will be likely to tax ibe vigilance of a very much larger preventive staff than that contemplated by the Govern

The sudden demand for prompttonnage andino bigberrates offered have led to several fixtures ranging between 13 ċenti to 14 cents. Further tonnage is not placeable since last week on account of the bad state of the local rice market and the exorbitant prices holders demand for the old crop, which is almost exhausted. Prospects of the new crop ars exceedingly favourable, and the outturn is expected to be a very fair average,

Time-charles-Local Chinese, expecting a better market uext spring, to safeguard them. selves, have taken up two vaisele, on time charter for forward delivery, the .. Ulv 8 months, and the ss, Fri 8ft month, private terms.
Time-chartering is usually to a certain de gree the barometer by which the freight market can be gauged and for forward delivery it has bena limited to a few steamers only. The past. three 'years' have only been ing apt to discont
ga speculative parties. It is, of course, difficult to predict with any certainty what turn the market will take during the next year. At time of writing there are signs for and all prophesy a better market; however, if no unforeseen aventr cause a rise in one or the other direction, are inclined to believe that freights on the whole, wbiła słowly tending upwards, will drag along much in the same unsettled way, with occasional spurts in between, when, we antici pate, better rates will undoubtedly be obtained. We take this opportunity of wishing our readers the compliments of the season, and a Happy and Prosperous New Year.
