mach of the indifference on the part of Euro- peans in regard to the quer ion lies the convic tion that the natives are doomed by their very incapacity to pass away; that the presence of the white man inevitably means the extinction of the black man. The Australian nativa is often quoted in this connection as an example Because of this conviction, little or nothing is done to help the people. The pressure of a LACE and EMBROIDERIES a speciality. worldwide struggle for extencs is,auddenly (thrust upon children; and as rapidly as the chil- éreo died in the old days of child labour in Eng- land, to these die, and they pais out of sight while the white man utters a few words of con- tempinous pity. Are they really incapable, or are they simply being neglected by those who ought to care for them?. Basil Thomson; in that excellent book of his, "The Fijians," anys of our dealings with these races generally-executed. "We saunter into their country and aonéx it; wo break down their customs, but do not com pel them to adopt ours.、 And then we leave them like a ship with a broken tiller, free to go whither the" winds of fancy drive them, and it is not surprising that they prefer the. morneasy vices of civilisation to isa more diffi. cult virtues." As to mental inferiority, the same thoughtful writer says-"It is, in fact, doubtful whether there in by race of marked mental inferiority, though, as among ourselves, there are thick witted individuals, and these may be more common in out race than in another. When we begin to inquire as to what has been and is being, done for the proper educa tion of these people whom we have undertaken to govern, the fact emerges that our 'efforts in this direction amount to, in most places, noth- ing. Our masterly inactivity" in this respect has lelt the people without sim or ambition in life. Having other means por knowledge wherewith to take and hold a manly place un der the new conditions of life, they have lost confidence in themselves, and therefore do not appear as capable men in the eyes of the whites. Until recently the Government, in Fiji did not latorest it in the education of the Fijian, and it is open to question as to whether its pre sest costly efforis and plans are just on the right lines. In British New Guinea nothing in being done by the Commonwealth Government for the completion of that education which is being imparted by the missiópuzles. In the Solomon Islands it is the sama. All the edica“ tional work done' in these places in belog left to the missionary societies. All credit la das to these societies for their good work bat they are not able to do all that is necessary.
