ORIGIN OF THE COMMISSION,

With these preliminary observations, it may be useful to present a brief retrospect of the origin of the Commission, which will be known in history as the Macao Delimitation Com mission. I have thus boon led to believes that it was impos sible to successfully delimit the boundaries of Macao in conformity with facts catablished by time, founded on good faith, and in agreement with the letter as well as the spirit of Treatles, due and proper respect to which was prompted by the mutual confidence engendered by com- friendly neighbouring States. 1. therefore, ver- mon political interests that should govern two bully communicated to Your Excellency what conceived to be the most expedient course, vis, the recommendation to my Government of the submission to arbitration of our differen ces at issue, and I beg you to make a like recommendation to your own Government"
