It may be remembered that some time ago we made reference to the action of the Chinese

The Chinese opium merchants stro-gly objected to this order which was promulgated shortly before the arrival of the new Viceroy, presumably with the object of convincing His Excellency of the energy and vigilance of the police. It is true that the regulation axinted prior to its enforcement at this time but it had been allowed to drop lato derustude; in other words, it was a dead letter until a und- de spurt on the part of the authorities recalled to their mind the fact that such an order was to be found in the official pige:o holes.
