BFFECTS OF CLOSING OF FREE PORTS.

BAD PLIGHT OF SIBERIAN MERCHANTS,

We (Japan Chronić'e) have before referred to some of the evils which have followed in the train of the closing of Vladivostok as a free port. Another evil is pointed out by tha Prima, a Siberian journal, As is known, the Ordinance provided for the closing of all Russian ports

in the East, as well as points along the Amur River where trade had hitherto been unrestrict

ed,

The closing of the free ports, says the. journal, is now threatening to crash out of existence lawful trade in the Amur district and even in Zabaikalia, on the banks of the Arguna. Along the frontier mark. ed by the Amar and the Arguda the Chineta. have opened up trading stations, selecting sites for them on their own side far from the Ras- siap Customs and excisa posis. These, as is pow apparent, owing to their small number and to the enormous extent of the border-line between Siberia and Chino, are quite incapable of exercising any influence over the over-in- creasing relations between the Russian and Chinese sides of the boundary. The com modities traded in by the Chinese are 'alcohol, vodká, tea, sugar, and other goods.

That a trip across the frontier is not withet its attractions, continues the journal, may be judged from the following figures —-—A cask of vodka on the Russian side costa 9 roubles (Y9),

against z.go roubles on the Chinese side; sugar, 30 kopecks (zo sen) per pound, against 9 kopecks; tea, from.1 to roubles per pound, against 30 to 40 kopecks The Russian mer chants along the Amur and Arguns are all being forced to dircominue their operations, as no one would be willing to pay a Russian merchant 9 roubles. for a cask of vodka when he can get a similar cask on the Chin- ese side of the Amur for 2.50 roubles. The' Customs and Excise officials, who are perfectly well aware of ther impotency against the intro duction of contraband goods into Russian terri tory, can only fold their arms as they watch Russianstaking excursions across to the Chinese side. It will thus be seen that the introduction of the Customs along the Amar has bad no other result than to increase the expenditure of the receipts, at least as far as the Customs is concerned. Meanwhile the smuggling trade has'assumed throughout the Amur the character of au organised industry in the hands of the Chineser
