CHINESE IN CANADA:

RESTRICTIONS lightened,

Particulars are to hand of the important changes in the Chiness Immigration Act which have been made by the Canadian Government. The changes, which have breb effected, greatly widen the class of Obinese, privileged to enter Canada without paying the $500 head tax, These changes were made largely, if not wholly, at the request of the Chinese of Vancouver, who in a recent petition to the Government urged a frear entry, particularly for Chinese studonis and merchants' son. The order in Council grants important concessions for both, these classes, while lo many other respects it relaxes the restrictive features of the Chiness Immigra ties Act of 1906 and the amendment of July 1908. The new order so wideas the scope of the Act in regard to the privileged class that

it

practically leaves only the Chinese labourers to pay the head tax, with the pauper, the inmos and the infectious still prohibited. ́ The order is' a distinct concession to the Chinato seeking educational advantage in Canada, Under conditions, much more free and broad than have yet prevailed, these aced net now

pay the bead tax.

Ifa Chinese merchant in Canada dies his non can now boter Canada free from the imposition of the head tax by proving that he is going to take
