The Prince Regent has directed Liang Tunyen, President of the Waiwupu, that in conducting negotiations with foreigners he should exercise caution lest China's sovereign rights he further impaired.

H.E. Liang has replied that this may be 'possible in future,, but not practicable as regards any matter concerning which a Trea ty had already been concluded.

A sad harbour accident took place on the 16th instant in the vicinity of the Canton Medical College. The seam-launch Kong Saue, when about to leave her wharf, collided with a junk and damaged part of the latter's stern. As a result of the collision,, a line of rops was scapped in two with great force "and in rapidly swinging round caught a boy of thirteen, who was at the time standing on the deck. The unfortunate youth was seriously injured in the neck with the result that he was killed instantaneously. The master of the launch was arrested by the Water Police and at the Namuoi Magistracy yesterday be was made to pay a sum of 200 tuels to the parents of the deceased as compensation..

TROUBLE IN A BARBER SHOP.

A certain barber shop in the Colony was the scene of a disturbance the other day. The story was told to Mr. F. A: Hazeland (first police magistrate) in the Police Court, to-day, when A. Landau, the manager of a cinemate graph show is the Colony, summoned J. O. Speiss, the manager of the Paris Toilet Co., Ld., for using abusive and insulting language and assault. A cross-summons was issued for the use of indecent language..

When the case was called, the magistrate inquired whether the parties could not come to some settlement.

Prosecutor stated that he was willing to with- draw the summons it defendant apologised.

We regret to announce the death of Captain Robson, of the Dougins Steamship Company, Limited, which occarted at Newcastle on Tyne on the 17th ult. Captain Robson was a well-known skipper in Hongkong and Coast ports and was in command of the .. Fain before he proceeded Home on leave in October last. By his death, anothem loss has been sustained by the shipping community, who bave lately been most udfortunate in losing several of their principal officers employed on the regular run to Hongkong. LEGISLATION IN SINGAPORE.

At the meeting of the Singapore Legislative Council on'16th instant, the Hon'ble Mr. W.D. Barnes moved the first reading of, a Bill to amend the law relating to Societies. The objects and reasons attached to the Bill are as follow.

The Societies Ordinance 1889 needs amend.. ment partly to enable the Government to exempt from registration barmless societies which it is now found necessary to register and partly to meet the alteration in the mature of dangerous societies since it was passed,
