'CHINA'S RAILWAY-PROBLEM,

Recent mails from Home contain reports of an instractive lecture delivered by Mr. A. J. Barry, M.S.C.E., at the Royal Society of Aris, on "Railway Development in China." The lecture is interesting in itself; even more so a evidance of the increasing attention that this subject his begun to ate cis Europe, pro- portionat ly to the changing attitude of the Chinese themselves towards railway questions, As Mr. Harry pointed out, the history of the progress of railway enterprise in Chios divides itself into four periods. In the begin 'ng there was the attempt of foreigners to win Chiness consent to their constructing milway in China, foiled by the "fanatical and strenuous opposition of the governing classes." Next we fiods influential though compara tively small number of Chinese" catching at the foreigners' ides and succeeding in spite of opposition in laying the first railway. In the third period the Chinese bave become more or less used to the idea of railways, and are ready to admit forɛiga skill and capijal for their con struction on muidally advantageous terms."
