Ou the morning of the 27th ultimo Mr. Chirol, in charge of the foreign department of the London Timei, accompanied by Dr. Mor- risou, the Peking correspondent of the same. journal, and' Captain' Brinkley, the Tokyo cor respondent, called upon, Count Okoma at his residence.

In reply Count Okuma remarked that the commerce nad industry of Japan had made remarkable progress as the result of the war, A reaction had now appeared, and both Japan- ase and foreigners have seemed to realise that they bad over-estimated the efficiency of the Japanese people. The cause of this com plaint' had now been almost entirely removed and Japan was going through a convalescence" after a dangerous illness.
