The above signals will, as heretofore, ba bointed only when typhoons, exist in such positions or are moving in sach directions that information regarding them is considered to be of importance to the Colony or to shipping leaving the harbour.

The amendment adopted by the Senate Committee on Naval Affaitų reaffirming the | right of the President to, withio his discretion, | divide the fleet between the Atlantic and the Pacific may be taken as an expression of national naval policy and such it will undoubt edly prove to be. It has been shaping itself | | by degrees during the past few years and now it crystallizes in formal expression... Of. Ita necessity there need be but little said. Events believed to be less than 300 miles away form and conditions have demonstrated that, for several years past. Indeed an equal division is bardly the true balance. The broad Atlantic is America's bulwark to the East and were it not for South and Central America and the isles of the West ladies there would not be much need for battleships in the Atlantic. The course of our people has been westward and it is in the Pacific that our chief foreign conceros lie. Here we hold far outlying possessions and here we are concerned in the great problem of the Orient-Ching. Here in the Pacific are we chiefly exposed; here are we in need of the greatest protection. The Manila Times says tha' situation has been foreseen from Washington for several years but the caster states have been slow to recognize it, or when recos oizing it to yield it. When Roosevelt propos ed to send the battleship fleet into the Pacific there was a storm of disapproval. One leading New York newspaper cried out; "You shall not send our ships away.". Our ships, forsooth. Consuúction policy, as far as it has been por- |mitted-to`goj"plats for sixteen modern battle-,
