He quoted the correspondence between the United States and the French Governments, and pointed out that there was no suggestion therein regarding the study of the Opiam question from a medical point of view. He understood that the subject was to ba considered by the commission purely from a commercial and administrative standpoint; consequently be agreed with the Rt. Hon. Sir Cecil Clementi Smith as to the advisability of leaving the medical aspect of the opium pro blam to be investigated by the highest scien- tific and medical authorities of the two hemis. pheres.
