H.E. LI. My secretaries knew them well. Mr. Wainewright. What did they tell of the growth of the poppy in China?

H.E. Li-Each Commissioner at the Treaty. Parts wrote of his own knowledge and ex; perience. Newchwing reported little foreign opium, but extensive cultivation all through Manchuria. Chefoo said that the poppy was taking the place of grala Chungking told of tens of thousands of piculs of opium produced in that province alone, where it was reported that the drug was growing in quantity, quality and cheapness year by yeat. Iching knew of twelve places in that one prefecture, where the poppy was being cultivated. At Hankow, 70 per cent of the amount used wis: native, Hones; Anbul (my own native province), and Kiangsu all reported large increases. In fact it was the same almost everywhere. Ons Commissioner expatiated on the beautiful sight which a flowering field of poppies presents.

Mr. Wainwright-You had no doubt as to the truth of these reports?

H.E. LI-None whatever. Our complaint against them was that they were 103 true, 100 fall, and too public
