This edict was circulated generally through out the Empire, and the Viceroy of Chihli issued orders to the Provincial Bureau of Industries to prepare a report for the province,, Inquiries were addressed by it to the local authorities, but have not elicited sufficient information. Therefore a notice has just been published in the official newspaper of the provincial govern ment to the affect that a spacial commissioner had been appointed to travel throughout the province, at the expense of the bureau, and make a careful study of the colton-growing in ustry. The local magistrates are directed to land their assistance, and the Chambers of Ceinmerce and the gentry is also called upon to help in securing statistics. These will in- clude a report upon the number of varieties of cotton grown in each district, their quality, the production per mou (one-sixth of an acre), the total acreage, and total aounal production. The information is to be tabulated and returand to
the Bureau.
