As is known, foreign sugar is subject to the payment of excise in addition to the import duty. At duction in this deccion, coupled with an in- crease in Formosac sugar, which is admitted free of duty and dealt with leniently as regards excise, will seriously affect the Government re- venue from bagat.

She must stop the revenue from the opium and secure, it from other sources. Much of that, revenue is lost before it gets to the Government, China must problbit the importation of opium; and the planung except for medicise under Govers. ment monopoly.
