All this expenditure is absolutely necessary unless the trade of Singapore and Penang is to be sacrificed and handed over to their competi- tors: A good deal has already gone to Pulo Sabang, in Sumairs, where an up-to-date part has been established largely by the enterprise of the Netherlands Trading Society, which spares no' expense to popularise it, and it is growing steadily and even rapidly.
