It is officially admitted in Berlin that the interview with F. I. M. The Kaiser publish. ed in the London Telegraph is substantially

correct.

The Kaiser's statements are universally commented upon, and it is declared in Paris that His Majesty did not reject the Franco- Rusșină invitation, but made its acceptance conditional to the ratification of the Frank fort Treaty, and that it was thus that the projected intervention collapsed.

Later. The storm raised by the Kaiser continues, and everybody is irritated at His Majesty's double-edged indiscretions.

The English newspapers are calm in their comments, regarding bygones as bygones;; they consider that the Kaiser means well, but that he has missed the mark in trying to deduce a reason for the necessity for a powerful navy,

The German newspapers are extraordinari- ly outspoken, condemning His Majesty's impulsiveness and disregard of his ministers, and deploring his reference to the "yellow peril" whereby old sores are re-opened.
