Canton, 24th October, Following are the revised regulations recent ly promulgated by the Canton authorities for the prohibition of opium snloking,
A licensed opium smoker is allowed, on production of his necessary permit, in buy, once a'day only, the amount of opium specified on bis permit but not any quantity in excess of it. The seller, on the other hand; should at the same that duly chop on the back of the permit, giving the date of the sale together with his shop's name. Any one when found selling opium to an unlicensed smoker or failing to chop a permit after a sale, and also.any opium seller when found selling opium to a licensed smuker the second time in a day, he. after the licensed permit had been chopped on that day, will be fined $4 for Inace of opium sold, $1 for scandarecas and St for any quantity less than candareens. The legaf buyer will be 'fined likewise.

The gunhout Shum Hong, which left Canton on the 4th instant for Limehow pros fecture, has not arrived at her destination according to a telegram? received yesterday from the officials of the Limchow prefecture, by Admiral Li Chun. It is said that the SAum Hong, two days after her departure from Canton, met with a typhoon and she is now supported to have foundered, as no news-has been heard of her since her departure.

When the sky was suddenly overcast and rain began to fall yesterday morning, hopes were entertained that it would clear later on, but the expectations were shattered when afterne came round, and it was found that the inclemency of the weather showed no signs of absting.
