In other subjects such as arithmetic, requizing the exercise of the reasoning faculties, progress has not been so satisfactory. The cheapness, of litigation in Wei-hai-wei Build and Design

is to the Chinese certainly not one of its least attractive features. No court fees are charged and no solicitors or barristers practise in the territory. There can be no other place under British administration, where litigation costs less than at Wei-hai-wei, so that the people have discovered that when even a trivial' qua ral arises it is much simpler and cheaper lo have the case decided by the court than to adopt-the-asual-Chinese-method-of-peace- makers," a process that necessitates the pre- paration of a more or less costly banquet.
