PROPOSAL TO ANDLISH PARI-MUTUEL

- An opinica în favour of prohibiting the pari-

mutuel at borse-races is galoing ground. It appears that Mr. Myrazuma, Director of the Civil and Criminal Bureau in the Department of Justice, and Judge Suzuki, President of the Tokyo Chibo Balbansdo, during their recent tour of inspection of judicial affairs in Furope and America, fully studied the laws and regola. ions relating to hores races prevailing in the West, and on returning home these gentleman warmly urged the prohibition of the parl-mutuel. During the term of the late Cabinet judicial circles, repeatedly pressed Mr.. Maisuda, the then Minister of Justice, to take measures to put an end to the gainbling, but circumstances prevented him from 'carrying out the recom mendation. Viscount Okabe, the present Minis- ter of Justice, before he was a member of the Government, took the lead in advocating pr hibition, and Mr. Kawamura, Vice-Minister of Justice, Mr. Biranuma, Director of the Civil and Criminal Bureau, and other officials in the department have been strongly urging the Minister to decide the question one way or the olber, and the Minister appears to have at last been moved to take action. It is now ex- pected that the pari-mutuel will be either on tirely stopped or restricted to a certain limited area undat savere regulations. At any rate, it
