UNUSUALLY PREVALENT.

The list of shipping casualties-is-usually- small at this time of the year, owing to the fact that the sea is as a rule fairly calin beiween April and September. This year, however, has proved an exception, as may be judged from the fact that between the 25th of July and the 9th August eight steamers, with an aggre- gate tonnage of 6,827, were stranded or wrecked, the amoubt covered by insurance aggregating, Y401p01. The following minutes relative in the reports on experiments conducted in Indiau laboratories on Indian field and house rats with Basin N. 2, were considered by members of the Sanitary. Board at their fortnightly meeting last Tuesday. aftergopo:

Hou. Colonial Secretary-May I bave per: mission to circulate these papers to the Sanitary Board

So far, "Common Sense Poison" has proved best in Hongkong.

The Indian Government might be asked to inform us what poisen they bays found most efficacious..

Rotin is evidently of little use. It is of some use as a poison, but as starting an infectious disease communicable to other rats it is worth 'less. So far, plague, the most infective disease among rais, has pot reduced the tot population to any appreciable extent..

The following was the conclusion arrived al by the Indian authorities with regard to the efficiency of "Ratio" on rats --

Mr. A. Shelton Hooper minuted:-This is very interesting and should be discussed. 1 fail to see any reason for asking the Colónial Secretary's permission to circulate these papers to the members of the Board, considering the Government sent them to the Board.

The committee recommends that byelaws in the following sense be made by the Board under section 16 s. 3; (G).

|

P

(a) The Board may define any district or gay portion thereof as an area within which, upon two weeks' notice being given,. all calling and stair-linings shall be forth with removed.

(8.) The Board may grant any exemption or modification, to the above order upon any conditions that the Board may deem ad visable.

(c) Tho Sanitary Department shall, at its expense, remove such ceilings and stair. linga, print, limewash or colour-wash any. surfaces exposed by such removal and take such steps to make floors watertight, as the Board may deein proper; and in addition thereto or in lieu thereof, the Sanitary Department shall grant such compensation as the Board may consider sufficient.

This

Mr. A. Shelton Booper minuted should not apply to European houses or offices. Two weeks' notice is too short.

Mr. Lau Chu Pak-I do, not think a dis- tinction should be made. The committee appointed for the carrying out of this work will, no doubt, see that proper justice is done and as Jille.friction as possible caused.

Speaking of his experience to an interviewar, Captain Nomura stated that the outbreak of the trouble which resulted in the death sen fence on the six men was chiefly, due to the cracl treatment metad out by the Rustino- authorities. The crew were subjected to the

most atrocions freatment. For instance, two men fell sick at Nikolajevsk, but no medica assistance was given, and their request ført. medicine was refused. For this reason, one' died on the steamer on the way to Vladivostok, and the other was placed in hospital st Vladivostok, where he was then lying in a very dangerous condition. The sick man and the dead body were conveyed on the same horse dray from the landing stage at Vladivostok. The dead body was left uncared for six days," from the 3rd to the 8th ultimo, On leaving prizon Captain Nomura took delivery of the body from the hospital and had it cremated, as to involve great difficulty in putting it into whey chabt, was impossible to understand why the body was left uncared for in the hos- pital for so many days.
