CLAIMS AGAINST ROSŅA,

On the 14th uli, Mr. G. H. Faber asked the Secretary of State for Foreign Affairs how the case of the German steamer Petarion, for which the Russina Government paid full compensa. tion early last year, differed, from that of the British atsamers Hipsang, Ikkona, and other, for which in no single instance had any com pensation been obtained up to the preseal time.

Mr. J. A. l'east; who replied, said:in the case of the Telartes (001 far) the Supreme . Court of Appeal at St. Petersburg found that the steamer was not liable to confiscation, and that, as a consequence, the, owners were on. titled to compensation. The case of the Bi aang is still pondlog before the Court of Appeal With regard to the Ikhout, I would beg to reler to the answer given to the bou, member for 'Darlington on 11th June. The Supreme Coul of Appeal found that the vessel was regularly detained, but should have beep afterwards re leased, and that the appallants were entitled to recover compensation to the amount of the value of ship and cargo. The Supreme Cogit in its judgment not having gone into the question of amount, this has to be determined by the Port Court at Libas, who, it is understood, will consider the case in September next. The de cision as regards the Ikhono is, therefore, sub stantially the same as in the cute at the Telnr.2 toe, though the proceedinga have lake longer,
