Manila, 7th August, 1908, For the third time jo succession within a single month, the Shanghai, Deck and Engi neering Co Ld. has been successful in secur- ing a contract from the Philippinà Government, I have already reported their successer în cone nection with the building of the eight steel barges, and the extensive repairs to the inter- island transport Semand. I have now to add to the list of their
