However, it is not for us to think of censure or of attaching blame in any quarter. We may point out, however, that Hongkong has not shown up very well with ro gard to its typhoon anchorage for native and other smaller craft. After the disaster of 1906, we remember the opwspapers of the Colony were unanimous in saying that the provision of a typhoon shelter was an prgent and imperative necessity. The Goversmant-gave the matter very leisurely consideration, and when at last they did produce a scheme, the papers smemed to have forgotten the urgency and the imper- tive necessity.
