'SUFFERING' FROM OVER-PRODUCTION.
It is evident from the statistics previously AL FRESCO BAZAAR published in these columas that the four mill; industry in Japan is suffering from over-pro- duction: The demand for flour in Japan has markedly increased in re, ent years and its Import bias multiplied as times in the past ten yente, the value of flour imported being now more than. V10,000,000 a year. Owing to the laccessed demand for flour during the business | boom following the Russo-Japanese war, many four-mill companies were formed. Of the new companies, the principal are the Teikoku, Nishio, Tos, Dai Nippon, Masuda, and the Nippon Selmal, with as aggregate capital of some. Y8,000,000. The annual production of dour bas reached 7,900,000 bags, including the output of the old mills, which produce about 2,000,000 bags. Though doubt was felt whe- ther the business was not over-expanded the industry was considered-a lucrative business

Freight, landing, add other charges on wheat and flour, make the cost of Japanese flour higher than the American, These charges, however, are but small as com pared with the Customs duty on wheat. The great increase ip the number of fleur- -mill companies in this country is attributed by those concerned chiefly to an increase of the Customs duty on four to 30 per cent, ad valorem in, 1900, and to the imposition of a duly of 15 per cent. on wheat. This rendered the import of the raw pidou (abeat) to sen per bag more profitable than the import of flour. Moreover flour-making machinery is comparatively cheap, and the industry does not stand in need of much special knowledge and skill as other un dertakings. The collapse of the flour market l'is ascribed to the fact that in June or July lasi. year flour merchants reduced the import of flour in anticipation of the opening of business by new flour-mill companies, but the operation of the new undertakings" "being delayed, merchants issued orders in the anticipation that a considerable quantity might be sold be fre the opening of the new mills. But the shipments were delayed on account of lack of transport facilities, and the consignments arrived in November, when the flour produced by the new mills had already begun to find its way on the market. Furthermore, bihis time the flour market in America had collapsed on account of the financial crisir, and merchants in Japan were holding stocks at much higher prices than were rufing in America. The finan çial trouble in America reacting on Japan, sales of flour dropped off heavily. All the mills were left, with large stocks on band, but bankers
