It was not safe to bave both masküles and the discharge valve, open because that would give access for the water to the body of the boat. When he left the ship that day it was upright; he did not like to see a lin. He did not know whether it was

"No, it is not watertight. · It is simply some. thing to block up an aperture to stop the big inrqsh-of water."

"There is no law or regulation for carrying any. We carry one." He added in answer to
further questions that they tried to get an awaing over the aperture, but his opinion was that a colision mat could not have been got over it either.
