KEEN BIDDING
[From Our Own Correspondent]
Canton, 8th May
Tendars were some time ago invited by the auperintendent of the Canton-Hankow Railway Co. for twosteelside-wheeled double-ender ferry boats. The brief specifications stated that the, boats are to provide accommodation for 1,60) to 7,000 pasichgers with a speed of from sight to ten kpots per hour. Their draft is not to exceed 4 ft. 6 in. Quick delivery will be con- sidered in the adjudication of the tendera. According to the advertisement calling for o'clock tenders the bids were to be opened at 3 this afternoon.,
Those interested in the contract met at the office of the Company at Yuen Cheong Street at the appointed time. There was some delay before proceedings commenced. It was due to the non-arrival of the president of the Company due to buslasse pressure, At four o'clock, however, the sealed tenders were opened, the President arriving shortly after And apologised for his lateries. There ward present at the commencement of the proceedings-Sir Cheatung Liang Cheng. president
of the Canton Hankow Railway Co., Mr. Sing, vice-chairman, Mr. J. Lind, superio tendent, Skekwaitong station, on behalf of the Company Mr. Geo. B. Caldwell, repre- senting the Hongkong and Whampoa Dock Co, Ld: Mr. W, S. Bailes, senior partner of W. S. Bailey & Co, of Hongkong; a mam- bar of the firm of Messrs. Carlowitz & Co:: of

THE TENDERA;
Four tenders were received in: alt. I detail them in the order of their cost:-
Hongkong and Whampoa Dock Co., $64,000 each steamer; or $118,000 for W. B. Bailey & Co., $49,750 dach steamer;
or 399,500 for both. Kwong Hip Loong & Co, submitted two tenders. The first quoted Serpon for each steamer; or $101,000 for both. And the second, with different specifications, 546,sco for each or $93,000 for both. Carlowits & Co., put in estimates for various gasolide engines of different powers and prices, but made no provi iion for bulls,
The last-named tender was not considered.
MERITS,OF THE SPECIFICATIONS... My inquiries from authoritative sources elicit ed the reliable information that the two films of British shipbuilders specified for vessels of the following dimensions:-4140 ft. ever all, 23. ft. beam, and 7 ft. 6 in depth. Bath undertake to
construct vessels with halls of steel as advertis od for Kwong Hip Loong's, on the other band, offer to build, at their bids, vessels of 133 ft. length over all, 23 ft. beam and
depth. Unlike the British tenders The Chinese firm undertakes only to provide vessels with hails of wood instead of steel and propelled by twin-screws lastend of paddle- wheels as stipulated for.
It is worthy of note that an important factor as infuencing, in some measure, the re- spective merits of the tenders, viz, that re- garding the speed of the vessels was not dis. closed at the proceedings. Inquire as I may, there are none found willing to vouchsafe the information to a Prets correspondent tu
THE HONGK
ted by three firms of shipbuilders in Ho kong for two ferry slukmers for_the_Can- ton-Hankow Railway Co./1here is no quos- tlos that the Hongkong firms must have been at considerable pains in the prepara tion of drawings, plans, specifications and estimates. The news will, therefore, be all the more galling to them when it becomes known that the Railway Co. does not intend to go, beyond a sum 515,500 for the two steamare and each capable of accommodating, from 1,000 10.2,0.04 passengers! $35,000 is a little aver half the amount of the Hongkong and Whampoa Dock Co.'s tender, while it falls short, by fifty per cent of the lowest bid sent in by the Chinese firm. If it was the intention of the Company to obalu vessels of such prepon terously cheap prices, I should have thought it would have been fair to the tenderers to have announced the fact in the advertisement calling for tenders.

China, he says, is at the present time infested with rebels who are endeavouring to maintain revolutionary practices against the present Go vernment. A financial panic is fronting the Japaness merchants and financiers, Trade, Mr. Silas says, is undergoing a tremendous depression. Silk is down considerably, and heavy stacks are being held by certain merchants rather than disposed of by them at the present low figure. A crisis is imminent, and a general depression is looked for by those who feel the pulse of trade.
Referring to Chinese emigration to Canada, Mr. Silas said that the desire to omigrate here on the part of the Chinese is very strong.
