With a shifting popula tion such as outs, with every one busily intent upon his own affaire, there would I think be difficulty in finding men suitable and willing to undertake such duties, so that the Caro of public affairs would pass into the hands of undesirable, persons and we should be called upon to witness A

repetition of these edifying public scandals which appear to be inseparable from demo- cratic rule. This question of municipal go- varement is of perennial growth; it has been' championed and fought out before and dis: carded as unsuitable. No one questions ibo right of an enlightened community to manage its own affairs, but is there any evidence that the Asiatic sections of our population are post sessed of the necessary enlightenment or the individual independence of character, power of self restraint and impartially of judgment, which are the first essentials of sell-govern. ment? Does not the very history of this Public Health law, with its dismal tale of disease and denib, sower emphatically in the negative? Are the people who, on the question of Public Health, have for years bar assed the authorities. by their apathy, their callousness, their passive resistance, gre these the people to whom should be given the pri vilege, to whom should be entrusted the bur don of self-government? Or would we have them set aside, they who posess by far the largest stake in the Colony, would we ignore

The Colonial Secretary, referring to the speech made by Mr. Osborne,..said that bis hoa, friend on his left, the.
