donable, on the part of our contemporary on the Pacific border, it will be seen that a San Francisco journal takes a view of the in cident which is tacitly endorsed by many who are nearer the scenes of the diplomatic. wrangle that arose out of the seizure of the Japanese steamer near Macao on the 6th Feb. Discussing the present aspect of relations between China and Japan, the San Francisto Chronicle has the following trechant observa- tious to make with regard to the Talsu Maru incident: Unless press correspondents in the East regularly, persistently and abom- inably lie about Japan, that Country is show ing toward China a hateful and domineer“ ing spirit which indicates, on the part Steam Launches of Steel or Wood, Lighters, Steel Buildings and Roofs, Bridge of Japan, a desire and intent to make Work, and all kinds of Machinery are made oa ibe premises.

time ago the dispatches stated that when a high Japanese authority was asked what' Japan would do if China insisted on build. ing a certain railroad on Chinese soil, he replied: "We will stop it." In the dispute in regard to the Korean boundary Japan insists, upon all she claims and refuses to arbitrate. It will be remembered that we have ourselves submitted several disputed boundary claims to arbitration and that when Great Britian acted toward Venezuela as Japan is now acting toward China our Government promptly took steps which, if Great Britian had not receded, would pro. bably have led to war.. All these things, if they are not slanders, indicate an ugly arbitrary disposition calculated to make Japan hated and despised by the whole civiliz ed world-and Great Britain quite as much so for backing Japan up. This last case is peculiarly aggravating and multing. By all the canons of civilization, China is entitled to use effort to keep arms out of the hands of revolutionists' and if, ip that effort, the limits of international law are could do, or would do, is to submit the over-stepped, the least a friendly nation
matter to a competent court. To insist, for so trifling a matter, not only upon the release of the ship, but an indemnity and an apology, is almost conclusive evidence that the Japan-
ese Government desires that the Chinese revolutionists shall get arms, and also that
she desires to get into a war with China, and do so as quickly as possible before pretty sure to do sume day, and obliterate the
