THE SILANGHÀI WATCH CLUB ·

BUBBLE.

Further developments are promised in con- nection with the Watch Club..... A civil suit has nów bezn inglituted by Mesari, J; Ullmann & Co. Aginst Mr. Ivor Thomas, in bís capacity. as Manager of the Shanghai Watch Club, for the payment of $1,115.75, the value of watcher, "kic, alleged to have been supplied for the pur

poses of the Club. Thus the position to-day in the Watch Club fisco is that two suits are pending against Mr. H. J. Black and 12,694.52 one aghinst Mr. Thoman, who has alrendy' 6,843.65 mord his trial' on a criminal charge. It is 3,200.00 unfortunate that there should be these complications in regard to the fixing of responsibility for the concern, which tend to prolong the Club's inglorious existence at a time when the coinmunity would fain be rid of it altogether.. In spite of the strictures passed upon the whole business of the Club by His Majesty's Judge, who; it may be pointed out, merely confirmed the verdict of American 49.252.17 | tribunals on the same subject, it has been'sn- nounced (with what authority is not, kaown, ,8,857.36

hui the statement has not been denied) that the Club is to be wound up by Mr. H. J Black by permission from the United States Consulate- General. We have, therefore, the following anomalous state of affairs;—an adnitted lottery lenounced by the Judge òf His Majesty's Supreme Court as "a rotten and fraudulent concern"; a Municipal by-law prohibiting lotteries except under special licenco ; permis. sion (7) given by the United States Consulate-

· Generál to re-open in the Settlement the very Watch Lottery that has been denounced local. ly and is debarred, from the United States and is dependencies. Some method should be devised to cut this Gordian knqt without delay | and as its origin is clearly defined, it were well that it should be dealt with by the authorities concerned.-A, C. D. Neita.
