KUDAT and SANDAKAN,

THE INSPECTOR GENERALSHIP.

The special telegram, published in another, column from our Peking correspondent pute an end to all doubt upon the subject of the Tospector General, Sir Robert Hart going home on indefinite learn and being succeeded in that high and important office by the legiti

mate hair to the post, Sir Robert Bredon, who has so long acted as Deputy Inspector-General: and frequently, in the bigher post to which ha is now substantively appointed. The Chinese Government is granting Sir Robert Hart his. leave and appointing Sir Robert Bredon his successor has taken the occasion to mark its high appreciation in either case by the be stowal of exalted mandarin rank, in which the gradations of title are nicely accentuated, with that punctiliousness which distinguishes"onr Obioose friends in their mathod of differentiat-

ing the proper amount of "face" and rank appropriate to the age and merits of the rece, pients and to the occasion. Sir Robert Hart, whose services to China during the forty-five yenes that he has been Inspector-General bavo been truly monumental, is already a Kungpao or Junior Guardian of the Heir Apparent, a title never conferred upon any other foreigner and he is now granted leave with the rank of the Metropolitan Boards, another title with pre- cedent in the relations of China with foreigners, No one will say that" this extraordinary bonour

absence from his oaerous labours has not bean well carped by the distinguished creator and chief of that great service which stands for

Steam Launches of Steel or Wood, Lighters, Steel Buildings and Roofs, Bridge is not entirely merited or that the leave of Work, and all kinds of Machinery are made on the promises.

PHAROS, DEPT. 14, 45 UNION STREET, GLASGOW

ability, integrity, tenacity of purpose and extra- ordinary gifta as an administrator have done China auch immense good, besides conferring uadying lustre upon his country and bis coun- |tryman, will be able to enjoy the respite from hall a century of labours almost unprecedented for their arduous devotion to duty in the history of modern empire building. Our correspondent, it will be noted, is careful to say that Sir. Robert Hart has been granted. leave," not

to think he is doing, for it is quite con- ceivable that the LG. may after bis life of unremitting labour find any idea of permanent cessation from work so irksome that he may wish to return to Peking, to take up again the task which he has so long directed. But it is cat very likely. To those who know him it is almost impossible to think of Sir Robert Hart in any other role than that of the chief and directing spirit of the great service with which his name is indelibly associated. But, upfort- unately there is a breaking strain in the human frame as in all other mechanisms aad though Sir Robert Hart has happily

danger which he himself evidently feels |that such a stage may at any time be reached if he is not able to throw off the killing strain, Fortunately for himself and fortunately | too, for China and legitimate, foreign interests in Chine, be has been able to do this while there was yet time and in Sir Robert Breden he has found a successor in whom he has confidence, in whom the Imperial' Chinese Government has full confidence and in whom all foreigners in China, particularly in the legation area at Peking, have ibs fullest con- fidence, if wo exclude the small clique who acting in proverbial British ignorance of the true inwardness of things in Ching would have replaced Sir Roben Bredon by one of their own creatures on whom they could rely to push their exclusive interests in Peking and to play into their hands by for- warding their own" particular: schemes to the exclusion of all other interests. It gives us great satisfaction to récord, the defeat of that disgraceful cabal in which the weapons used. were the most un-British kind underband in- nuendo and secret undermising. But we never had any doubt about the predestined failure of the mean plotting of the puppets in the China Association Committee, whom the real wire- pullers worked as they liked, We know that Chios is to be congratulated upon her refusal to listen to the underhand advances of those who would mislead her upon this, as upon the other vital questions that are impèrilling her safety, her internal interests and her peace at the moment, and we know further that all foreigners in China have the fullest confidence in the uprightness, integrity and high ability of Sir Robert Bredon, who has now bean appointed by Imperial decree to succeed Sir Robert Hárt. As a further mark of appreciation of Sir Robert Bredon's servicos and of complete confidence in him, the Em- press-Dowager and Emperor bave conferred upon him the rank of a Provincial lieutenant Governor, a rank only inferior in the Chinese official hierarchy to that conferred upon his dis tinguished relative. The quietur is thus given in an eminently fitting: manner to unworthy andabortive intrigues of a small coferis of British residents, who have had the temerity to speak for the whole British community lo China and than to refuse to publish one word in explana tion or record of their backstairs performances, although they still collect the annual fees from the members of that Association, and cynically use the name of the whole body for the furtherance of their own objects, without the "slightest regard to the wishes of those who are asked to so contribute. The failure of the Bland intrigue over the Inspector Generalship should lead to the resignation of that body if it has a shred of decency feft-China Ganitte, -, Y.
