The argu ment in favour of ship subsidies is that without them we can have no deep-sea American merchant marine of any conse quence. Other nations give subsidies most of all Japan, which ought to be able to: sail ships without subsidies if any country can. So far as the Pacific trade is concern ed we should not suppose that any one would claim that American-built ships manned by American sallors could compete, without „subsidies, with Japanese-built ships canned by Japanese crews and heavily subsidized At that. THE COLONIAL OFFICE
LORD ELGIN'S SCHEME OF REORGANISATION The reorganisation of the Colonial Office in relation to its dealings with the self-governing colonies was one of the subjects debated at the Colonial Conference in My last, and Lond Elgin then gave assurances that the suggestions of the Colonial delegates would be carried into effect. The form in which the recommendation of the Conference has been applied is show. by a dispatch to the Governors of the self governing Colaples, which was issued last month as a White taper,

Mr Taylor proceeded to relate the arguments which had been advanced in support opium traffic, and said that those who cos demnad the traffic replied that they were determined that Britain's share in the "ro sponsibility should cease. Public opinion had compelled the House of Commons to carry unanimously thin resolution, and public opinion said that the traffic was not right and the pallon, must give up its part la it as quickly as possible. what had been done by China ?" There had been the edict of September zu 1906, forbidding the cultivation of the poppy and the consumption of the drug; there had been a further, decree in June, 1507, and then the closing of the apum shops. Mr. Taylor referred to what Kiangsu had done and said that the Chinese bad scared over the British, for they bad closed their oplum dens in the Shanghai native city before those in this Settlement were cinsed. The Englimb, fiks the Chinese, were slow to move, but when they did move it was quickly, and, therefore, he would look in the newspapers next March to see the report of the Ratepayers' meeting, and to see whether they voted for the removal of the opium deos from the Foreign Settlement of Shanghai.
