HISTORICAL AND DESCRIPTIVE.

It is now close on thirty years since a little band of foreign engineers set out from Tientsin to open-according to foreign methods-what is known as the Kaiping Coalfald. The development that has since been brought about comprises the Chinese Engineering and Mining Company, and the Imperial Railways of North China. The coal project has now become a great industry. The Kaiping mides were inaugurated by the then Viceroy, Li Hong chang, whose herchman in the matter was the late Mr. Tocg King-sing. This gentleman's nama is known to many in Chjón, and his nephew, Tong Shan-yi, has become even more kouwn. Tong King-sing way, educated by the late L. Considerable excitement prevails in the province of Chékiang." Negotiations" have beed in progress for some time past in Peking for the ratification of the agicament for the construction of the Soochow Hangchow Ning po railway line, the third of the four railway granted by China as British concessions and undertaken by the British and Chinese Corpor ation in 1898. Fired with the seal that has stirred so many other provinces, the inhabitanti of Cheklang claim the inalienable right of con structlog their own rallway, and, clinch their contention, have made desultory attempts to bulld bits of lines at various centres. Sudden. ly, however, they have realized that, while they are forming railway buscaux and toralog sods, there is imminent danger of the milway agree ment being signed over their heads. Accord ingly indignation meetings have been held in the province, and telegrams have been sent" to the Waiwupu from the Governor, the direct ors of the newly-created "railway companies and others.
