London, 3rd October, President Roosevelt, speaking in St. Louis, appeared to support the building up of a great fighting Navy, and as long as it is no larger than the present, the bulk of the battleships most always be ke; t together. He said that the Pacific voyage was essential to acquaint the officers and men with naval needs and for practice. The waters to which they were going were as emphatically American home waters, as those of New York, Louislona and Texas.
