proposal of their association was to put a lax of 10 per cent, on raw diamonds; 'which would. bring in £680,000 a year to the Colony, Or that amount he would'suggest palting away the, odd £80,000 to provide for the founding of the industry, and letting the remainder go into the general revenue of the Colony. The tax propos-1.45 8.m, la 12.00 goon...Every 15 minuter. ed would not hamper the diamond trade, which did not work on small margins like other busi- nesses. Their proposal was not to get the whole of the industry established in this country, but to get out about thirty-four men. The industry: would grow, and their own people would thus learn the industry, whilst the additional ex- pense in cursing, would be very small. The Association had communicated with the British Consul in Holland, and though at first they bad received an unfavourable reply, as he had expected, they now learnt from the Consul that, since the publication of an article on the subject, he had bad numerous inquiries from polishers, who had express d a desire to obtain PATHE FRERES,

employment in South Africa, and he gathered from those inquiries that there would be no difficulty in obtaining abour. (ter, hear.) They might therefore fake it that they would have no difficulty in obtaining men, and they had themselves in fact, received about thirly ipplications from people in Hollan! and on the Continent asking to come out. He would move: "This meeting is of opinion that the carrying on of the diamond cutting and polish- ing industry in the Cape Colony is both desir. able and feasible, and requests the Government to assist in the establishment of the same."

A REMEDY FOR TRADE DEPRESSION.

Advocate Greer said the establis ment of the diamond-cutting industry in the colony was a feasible proposition, and altogether out- side party politics. The country was bleeding (ou) its life-b'ood Week by week scores and hundreds of young men, were leaving the country whom the country "ought to retain, After all, the question of diamond-cutting was closely bound up with the questloh of diamond taxation. They had an enormous asset, and it was their baunden duly to make the best use of this asset, which bad been given to O them by a bountiful Nature. (Cheers) OF course, vested interests would howl. The resolution was carried ucanimquely, amid enthusiasm.

Mr. 1. F. Webaer spoke of the importations of diamonds, in the United Stains of America, and quoted Government natistice to show the growth of the cunting and polishing-ladus'ty. 10 1897 America imported £9,573 worth of uncut diamonds 'and. £387,589 worth of cut diamonds. What was the most remarkable fcs thing about the industry in America was that it continued to grow, and was, in fact, increasing year by year.
