At first the great majority of Chinese.mer chants who applied for permission to bring minor sons into the island were from Manila, but now the p ovinces furnish the majority not- withstanding that the provinces contain the minority of the Chinese population.
This curious fact could-be-accounted for in the theory that the provincial Chinese mer chants' were sending for their sons os soon as the conditions in their respective providces were sufficiently settled to permit them to enjoy the society of their children without danger to the latter. It is more probable, how- ever, that it is because it is easier to prepare a fictitions case in the provinces where there are no immigration inspectors to carefully investi gate such cases.
Thuy it can be seen that nearly 1,000 Chi nese youths are being brought in every year to not only live in Manila,; but to seri'e' throughout all the provinces and in that extent stifle the commercial chances of the rising generation of Filipinos.
