STATEMENT BY THE DIRECTOR OF THE
PATENT BUREAU.
We learn from the Japan. Herald that Mr. Oda, the Director of the Patent Bureau, credited with having stated that the Govern ment authorities were fully conscious of the necessity of revising the Patent Law now in force. Some radical revision might probably be introduced. In view, however, of the far reaching effect of the revision, the question could not be solved on purely theoretical rea. soning alone. The authorities were therefore now investigating as to what provisions of the law most conform to the present requirements of the community, and were also inviting the opinions of those interested in patents on the defects of the present law, as questions relating to fees, procedure, and examination of patents ought at to be solved only by the views of Government authorities or politicians.
The reports appearing in the vernacular pa pars relating to the proposed revision of the law were almost all incorrect. The proposal was now under investigation and the Bill would possibly not be intro luced to the next session (the 24th session) of the Imperial Diet, The authorities contemplated taking into considera- tion the opinions of those who were interested in the patent business in the formulation of the revised law, which it was intended to introduce to the agih session of the Diei.

CHINESA STUDENTS IN JAPAN.
THE CAUSE OF THE DECREASING. NUMBERS.
It is stated that the Chinese students in Japan are decreasing in number. This is attributed by a certain Chinese residsut in Tokyo to the attitudetaken by the Chinese Government, which is endeavouring to put a check on more of these students coming to this country, and also to the attitude adopted by the Japanese schools toward the Chinese students. This authority points out that the Government schools show a tendency to regard the Chinese students studying there as a burden, while the private schools are excessively eager to obtain money from them, and if not endeavouring to extort money, are invariably working for the interests pf pan only, entirely Ignoring the interests
