Morality and religion, no less than attention to detail, have accounted for much of the success which Japan has wons and, at moment when children have gone out of fashion in English society and the maternal instinct is too often neglected, it is refreshing to son ikat Sir Henry Colvila attributes to the influence of the. Japanese moiber the founda tion of Japanese prosperity. Husbands, bow
tion to the child life of the race; and, abroad in public places or within the walls of the home, man and women-the happy parents, the irresponsible bachelor, or the yearning
attention upon children. By these" means" Japanese children exist in an atmosphere which is almost the exact opposite of the environment in which Western children pass their earliest moments. While in the Occident the repressive part of moral training is in |troduced during infancy, constraint qnder the Far Eastern system does not begin until the child is some years old and at least able to appreciate the value of the cardjnal virtues, During these years, too, patience is the do minating and guiding motiva in the attitude of an adult towards a child, and there is neither violence nor sharpness in the admonition that it may be necessary occasionally to administer. Similarly, as years advance and the relations between. Japanese parents and their offspring become inverted, there is, in the family life of the West, nothing to equal the veneration with which their elders are held by Japanese child-

the ethical principles of the East and the WestHATHERLEIGH,' Conduli Road, may be detected; but in general the ma ners, customs, and habits of the Orient are missen. ceived by the West and therefore misrepré-;] sented. None the less, the East and West are not quite so far aport me popular opinion imagines, although Sir Henry Colvils must not think that Japan in paticular, and the Orient in general, is the home of all the virtues. Many quite worthy princip'es exist in Europe in, general and in England in particular, but necessarily they would not be evident to a-let us say, Japanese-tourist who bad spent but a briel space in their detection and examination. Correspondingly we do not quite agree with all that Sir Henry Colvite says in respect of the commercial "morality of the Japanese and of
the Japanese religion. In his chapter on this. latter subject oar author may be said to ignore the point that the Japanese religion of the fature will be lotimately concerned with the issue of constitutionalis u. As the aim of a,

people, the replacement of an autoratic by a constitutional force must disturb the supreme idea of Japan-the sacrosanctity of the Em.
peror. It is, indeed, very questionable whether recognition of the divine virivar of the Emperor "bas not already been reduced to an empty formula. If this is not alrandy the case it is undeniable that Japan's greatest difficulties lie in the future, contained by the question whether a people can believe in & deity that they themselves have dethroned. | The negativa character of the answer will bé' unavoidable without a return to the autocracy of the pro-moderu daya..
Gradually Japan, it may be admiṭted, is rapidly approaching the standards of the West, 1 be development of European commerce, law, and mechanical proficiency, brought about by centurias pf strife and labour, has indeed given ber opportunities, which she has by no meani neglected, Starting afresh in theos matters, as it ware, she has takan the best only for her model, picking the brains' of Europe, as well as' of America, lo her efforts to other ways however, she had already atiałopd a degres of civilipation that was epparlor jo the West, and ja ethical culture, in her application of art and in her outlook upon Jomestic lila and conduct, she can readily take up the 10'e of teacher. Thus the high contracting parties to the Anglo. Japanese Alliance, Sir Henry Colvils thinks: cao each teach the other something, provided that each approaches the other is a spirit of sympathy and toleration identical, wa might add in conclusion, with that in which Bir Henry Colvile has irpated the subject of his
