"INSTANT READINESS FOR WAR."

We have received from the secretary of the Navy League the following advance proof of leading article in' July issue of The Navy “League Journal im

The phrase "a flest instantly ready for war" has been so much in man's mouths of late that it is important for the public to examine what its exact meaning. That instant readiness for war is the military ideal no educated.sea- man or soldier would deny. This readiness is practically attained on land in the case of car tain German units bear the French frostier, which are always maintained at such strength in time of peace that they could at once take action in the event of hostilities, even without mobilising their reserves Boty generally speak- ing, the great armles are not maintained in a state of instant readiness. This mobilisa.. tion is carried out behind the covering troops which are masted on the frontier with the ob ject of proventing the enemy from interfering with the mobilisation and concentration. The time occupied in mobilitation is roughly the same for the two greatest. land Powers, so that they stand on equal terms..

The more vigorous the initial onset, the more résolute the offensive movements of any campaign, the genter will be the con fidence of the officers and men who are the in. struments by which victory is won. Success is 10 largely a matter if moral that teadiness for war, carrying with it, as it does, the ability to deliver unhesitating, annihilating blows, in perhaps the most important factor in securing victory. The ready Be. ill have a high moral because of its readiness and its ability to strike hard; the unready feet will be disconcerted and disheartened by its feeling of weakness and its dout in the wisdom of the high command which has placed it at a disadvantage. Once the rank and fils distrust, the high command, disaster becomes only too probable.

A pitched battle is always a grave and ter rible thing. The rentisation of this fact has led Continental thinkers, without exception, to adopt the policy of concentration. That is to say, the vital point is determined, and all avail- able force concentrated on that point. The vital point will be in proximity to the main body of the enemy. All efforts are directed to the defeat and destruction of that main bady;. Bothing else is sogarded. The greater the loice brought to bear against the enemy, larger the probability of success. On the ab sence or presence of one battleship or.one regiment may depend the issue of a whole war. One of the most important conditions of suc- cess is a definite well-worked out, profoundly meditated plan of campaign, and the means. lo execute the plau. Napoleon.has said "des chocs irréfléchis no constituent pas la guerro"; aad, again, in war nothing can be attained except by calculation; act on which has not been profosedly meditated in all its details will produce no result whatever." The plan of campaign will aim at bringing a superior force to bear upon the enemy in the initial shock;
