A GOOD WIGGING FROM THE JUDGE.

The Siam Observer of 11th inst, says -The
policeman's lot is not a happy one in Bangkok when he goes into Court with a weak case This morning the police got what is commonly called a good wigging from His Hondar Judge Skinner Turner in the case of Nai Chune, charged with murder. The charge broke down hopelessly. One police officer, who should
have been an important witness, was absent, having gone to Calcutta in charge of prisoners Medical evidence was lacking, Dr. Mackenzie being engaged on plague duty, at Tapjaburi. Perhaps this could not be helped, and the medical evidence may not have been vital to the case, but it is usually forthcoming in such charges. Another witness, a constable, who could have given evidence of some im. portance, one way or the other, did not appear. Then there was confusion as to ideatification. Two Indian policemen who identified the accused during the affray at the guilty man, admitted in cross-examication that they wele present at the arrest of the accused and that the accused was arrested at a livery
sta le. But it was another man, not the ac ́cused, who was arrested at a livery stable-the accused being arrested at his own house on the morning after the affray-so that the two policemen were evidently mistaken in their identiñcation. Under the circumstances it was evidently useless to go on with the case, and the judge commented with some severity upon the deficiencies in the evidence. When a man is being tried on any charge, but on à capital charge more especially, the Count is bound to have the case made out in the clearest and most complete manner. Whe ther it is as easy in Bangkok as it is at home to get clear, definite, and complete evidence is a question which may, perhaps, be open to argu, ment. At home, where cates must be worked [59 out with the exactitude of a proposition in' Euclid, police and detectives have at any rate the advantage of dealing with people of one race, fantage, and habit, Here it is not so, and the police have rather an orphous material to work upon. Thai, of course, is not an argument for relaxing the standard of proof required in Court by one jol or tittle, nor is it ap excuse for any slackness in police adminis tration, though posiibly in our own private opinions we may bear in mind these difficulties and make some allowance for them. If any. thing is suggested by the circumstances it is that Bangkok needs some special kind of de- tective-to describe the qualifications needed 10, Queen's Road Central.
