In his report to the President Mr. Taft're- commends that the demand of the 'steam shovel men for increased, pay, the most im 'portant matter involved, be denied, bot aug- gests that other demande be granted. In a letter addressed to Secretary Taft the President says:

All three classes petitioned for a restoration of the old rule, granting six weeks annual leave, which might be spent anywhere, and allowed an employe to permit leave to accumulate for two years."\ Under the new regulations, which went into

effect April last annual'leave was feduced to thirty days, unless it be spant in the United States, and leave was not allowed; to accumu late beyond one year. Other changes in the regulations forbid employees from taking loave cach month and changed the rate for paisage on steamers for employees on leave from $20 to the regular Government rate. "The "arrange- ment for sick leave was also limited. Ou this point Secretary Taft says:

The old regulations were advertised in the printed announcements sent out by the com mission's agent to induce perions to go to the Isthmus and enter the employ of the commis sion, so that every, mán-who-has come to the, lathmus has come there with the understand- ing that the old regulations were to apply as part of his contract of service. It seems to me that good faith requires, that the old regulati tions as to leave shall not be materially changed and shall remain as part of the cabtract of service of those now, on the Isthmus, and that while there are some provisions

in the regulation which would make for the I more stringent enforcement of the Govern_ ment's rights and more certainly avoid possible, fraud, they should not be made applicable to men who came to the isthmus under the bid regulations.

The complaint against the rule of dismissing employees summarily without a hearing li mer by the Secretary by adopting a suggestion of Col. Goethals, the chief engineer to follow the rule of army engineers to dismiss unty after charges, one member of which shall represent a report of a commission bas sustained the
