A STORY OF THE EXCHEQUER. :: He was a member of the great Cabinet of 1868-1874, and took his share in the series of Liberal reforms and triumphs which that Government achieved, Indeed, it is a curious fact that he was very nearly being made Chan- cellor of the Exchequer by Mr. Gladstone'in 1873, it happened that is that year Mr. Lows had to resign the Exchequer hurriedly, and Mr. Gladstone took the duties upon himself, but Mr. Morley explains:

THE CHANGE OF SIDES.

It is a mistake to suppose that Lord Gàs hen left the Liberal party because of Mr. Gladstone's Home Rule departure. Before that event be bad shown uses iness and distrust of mindern Liberalism. As a speaker Lord Goschen was effective- sometimes immensely effective-in spite of many hindrances. His voice was unmusical' to a degree, the sound being at once scraping and husky. Then he was extremely abortsighted:

it is said that but for this defect he would have been elected Speaker of the House at ona' time-and he stopped over his noter in an awkward mepner, But he could conquer the s drawbacks because of his indomitable spirit, XPRESSES, backed up by vast stores of knowledge.
