During the discussion on the Naval Esti- *mates, Mr. Robertson, "the Parliamentary Secretary to the Admiralty, said that the Indian and foreign Colonial Offices had (raised the question of showing the flag in distant waters. The Admiralty believed that hitherto all demands had been ad- equately met, but they were willing to con sider means for meeting the demands. Ao inter-departmental committee will probably be appointed.

The Japanese Conversion Loan. The prospectus of the Japanese loan has boen issued, and the most animated scenes occurred in London at the time of issue,

The Bank lists close, at the latest, on the 14th inst.

Foreign Influences in China.. The Times, commenting on the journey of its correspondent from Peking to southern China, dwells on the remarkable evidences of the improvement in the feelings of the population towards foreigners, and the ear nest desire for Western education.

The House of Lords.

Mr. Churchill, in an article in the Nation, suggests that the House of Lords be con stituted of go to 150 Privy Councillors and Peers, summoned by the Crown, on the advice of the Ministers for à term of Parlia- ment; ́oller Peers being cligible for election to the House of Commons.
